Administrative Article Withdrawal Policy

Administrative Withdrawal Due to Breach of Publishing Agreement
The International Interdisciplinary Scientific Journal "Expert" is committed to maintaining transparency, consistency, and integrity in all stages of the publication process. In exceptional circumstances, an article may be withdrawn for administrative reasons that do not relate to the scientific content, validity, or integrity of the research. This policy governs administrative article withdrawal and is distinct from post-publication editorial actions such as corrections, retractions, expressions of concern, or article removal, which are applied only where issues affect the reliability, integrity, or legal status of published content.
Grounds for Administrative Withdrawal
Administrative withdrawal may be applied where the authors fail to fulfill obligations arising from the publishing agreement after acceptance of the manuscript. In particular, the publisher reserves the right to withdraw an accepted or published article from active publication where the authors fail to fulfill the payment obligations associated with the Article Processing Charge (APC) in accordance with the journal’s APC policy and publishing terms. Such withdrawal is administrative in nature and does not imply that the research is scientifically invalid, unethical, or unreliable.
Nature of Administrative Withdrawal
Administrative article withdrawal:
  • does not constitute a retraction;
  • does not indicate scientific misconduct or unreliability of the research;
  • does not affect the scholarly validity of the research as such;
  • is applied solely in relation to non-fulfillment of contractual or administrative obligations under the publishing agreement.
For this reason, administrative withdrawal must be clearly distinguished from editorial actions taken in response to ethical concerns, errors, misconduct, or legal issues affecting the scholarly record.
Preservation of the Scholarly Record
In order to maintain transparency and preserve the integrity of the scholarly record:
  • the bibliographic description of the article will remain available on the journal’s website;
  • the Digital Object Identifier (DOI) registered for the article will remain active;
  • the article landing page will remain accessible;
  • the article will be clearly marked as “Withdrawn Article”;
  • the landing page will contain a Withdrawal Notice explaining the reason for the administrative withdrawal.
This approach ensures that the publication history of the article remains transparent and that the scholarly record is not obscured.
Access to Article Content After Withdrawal
Following administrative withdrawal:
  • the full text of the article will no longer be accessible through the journal website;
  • the downloadable PDF version will no longer be available;
  • the landing page of the article will remain online and will display a notice indicating that the article has been withdrawn for administrative reasons.
Editorial and Publisher Responsibility
Administrative withdrawal decisions are made by the publisher in consultation with the editorial office and, where appropriate, the editorial board. Such decisions are applied only in exceptional circumstances and only where the administrative conditions of publication have not been fulfilled after acceptance of the manuscript. The journal is committed to applying this policy consistently, transparently, and proportionately.
Relation to Publication Ethics
Administrative withdrawal under this policy is separate from editorial actions governed by the journal’s:
Where concerns relate to the scientific accuracy, ethics, integrity, or legality of published content, the journal will apply the relevant post-publication policy instead of this administrative procedure.
